

A Bit About Me
Patrick Pascoe is a 28-year veteran of the Roanoke County (VA) Police Department and currently holds the rank of Commander. Throughout his career, he has been able to establish himself as a leader and a person who is passionate about his work. Patrick has attended several training courses where he learned much about public safety. Patrick is a former School Resource Officer (SRO), SWAT Team member, bike patrol officer, Field Training Officer (FTO), Field Training Administrator, Mobile Field Force creator, Mobile Field Force team leader, Uniform Division supervisor | Commander, and Special Operations Commander.

Throughout his career, Patrick has obtained several certifications, such as: Field Training Officer, FEMA Emergency Management ICS-100, ICS-200 and ICS-700; FEMA Field Force Extraction Tactics and Protective Measures, Crowd Management and Mobile Field Force. Patrick has attended the Tactical Emergency Casualty Care for Law Enforcement, Incident Command, and Rescue Task Force course through the George Washington University's School of Medicine and Health Sciences, as well as a 30-hour Tactical Lifesaver course held by S-M-T Training and Consulting Group. Patrick has attended Advanced Law Enforcement Rapid Response Training (ALERRT) and completed courses in Terrorism Response Tactics, Basic Active Shooter Level I, and Active Shooter Train-the-Trainer Course. He is a certified Crime Prevention Officer who is able to apply his knowledge of the principles of Crime Prevention Through Environmental Design (CPTED) to assist facility managers in better protecting and securing their environment. Patrick has also attended the NRA School Shield Security Assessor Training, which allows him with the ability to assess vulnerabilities of buildings and make suggestions to enhance security. Furthermore, he has completed the Basic and Advanced K-12 Threat Assessment Training course.

In Patrick's current role, he is the grants administrator for the Roanoke County Police Department and has acquired several grants, one of which yielded a $500,000 award. He is certified through the Department of Justice in the administration of grants. Patrick served as a Federal Task Force Officer (TFO) with the Federal Bureau of Investigation's (FBI) Office of Partner Engagement, Violence Reduction Unit, Active Shooter Initiative | Police Executive Fellowship Program in Washington, D.C. for six months. In this role, Patrick was able to teach the FBI's Active Shooter (Active Shooter Attack Prevention and Preparation) course to civilian employees of the FBI, as well as the public. He is also responsible for teaching active shooter response to new agents at the FBI Academy in Quantico, VA and to other Federal government agencies.
Patrick became passionate about safety and security while working as a Sergeant with the Roanoke County Police Department. He worked closely with the Roanoke County Public School Superintendent, Assistant Superintendent, and school principals. Patrick developed, along with officers under his command, an intruder training series for all 27 schools within the Roanoke County School District. Along with the training, Patrick reviewed and assisted with the development of school safety plans. Partnering with Christian Kuyper and Daniel Walters, Praesidium Threat Management Group is able to merge concepts from the Federal Bureau of Investigation (FBI), Federal Law Enforcement Training Center (FLETC), as well as other concepts to create a new training program related to 'Run, Hide, Fight' and to develop site-specific emergency operations plans. This new programs and its concepts incorporate site vulnerability assessments, emergency operations planning, crime prevention principles, crisis management, threat assessment, and team building, as well as how to respond to man-made or weather-related critical events, including workplace violence and active threat (shooter) incidents.
